Carl Burlock was appointed EDC’s Executive Vice-President and Chief Operating Officer in October 2023. In this position, he is responsible for strategic execution, customer experience, transformation, technology and business enablement, corporate governance, and ESG advisory.
Carl began his career with EDC in 1997. Over the years, he worked in a number of customer-facing areas and took on corporate leadership roles including Senior Vice President Financing and Investments in 2014, and, in 2019, Executive Vice-President and Chief Business Officer where he was responsible for all customer segments, business lines and business enablement functions.
Carl has chaired the Minister’s Business, Economic and Trade Recovery (BETR) Committee since its inception in 2020. Here, he leads the collaboration of efforts among seven federal departments, agencies and Crown corporations connected to Canada’s trade portfolio. Together, these partners work on improving seamless delivery of services for business, and piloting joint initiatives to accelerate export growth.
In 2022 and 2023, Carl was a member of the SME Growth Working Group at the C.D. Howe Institute, helping make public recommendations on how to support the growth and success of small- and medium-sized businesses.
Carl was also a member of the Critical Minerals Council with the Canadian Chamber of Commerce from 2021 until 2024. With this group, he helped form recommendations on policies to support the development of Canada’s critical minerals supply chain.
Before joining EDC, Carl spent nine years as a mechanical engineer for Nova Scotia Power Inc. He holds a master's in business administration from Dalhousie University and a bachelor's in mechanical engineering from Dalhousie University/Technical University of Nova Scotia. He has completed the advanced management program at Columbia University and earned the ESG Competent Boards Designation (GDB.D).
